An Environmental Protection Agency scheme to close several of its research libraries, which the agency began to implement in 2006 failed to take into account the impact on government staffers and the public who rely on the libraries for hard-to-find environmental data, according to a GAO report. Congress in December approved new funding for the libraries and directed the EPA to reopen them. (3/14/08)
