California’s Proposition 59, putting a guarantee of public access to governmental meetings and records in the state’s constitution, seems sure to win approval on Nov. 2. The only question may be how great the margin of victory. There’s no formal opposition and even the attorney who wrote the ballot argument against it sees a lot of good in the proposal and insists he’s not really an opponent.
