Almost one-fourth of the FBI’s files related to its investigations of leaks are missing, the agency said in response to a court order to produce files that had been requested under the Freedom of Information Act by a New York Sun reporter. An FBI official said that 22 of 94 requested files, all involving closed cases, were missing with no record of the files having been charged out. One expert told the Sun the agency may have used an old, “do not file” practice to avoid having any of the records in the central file where they would be searchable. (12/27/06)
