A new study by the Coalition of Journalists for Open Government shows that federal agencies have made little progress on improving their FOIA performance, despite a year-old executive order to become more requester friendly. The research provides the first comparative data on performance indicators for each year since reporting began in 1998. when data reporting started. (3/16/07)
