Iowa Holds Off Release of Lottery Records, Inviting an Injunction

When the Des Moines Register asked for information about the receipts from the Iowa Lottery’s TouchPlay machines by location, the state lottery agency conceded the information is public record but said it first wanted to notify the machine owners in the event they wanted sue to block the release. At least one plans to do so, saying the information is both proprietary and release would be helpful to criminal elements. The newspaper said it is impossible to assess the impact of the lottery without knowing where the money that comes in is spent. (2/23/06)
