A bill that requires new disclosures about lobbying and the funding of pet projects became law with President Bush’s signature. Congress members and their political committees must name lobbyists who raise $15,000 or more within any six month period. They must also disclose in advance any earmarks they sponsor. The bill easily passed both houses. (9/17/07)
