Prompted by the Abramoff lobbying scandal, Sen. John McCain, R-Az, and Rep. Chris Shays, R-Conn, have filed Senate and House bills to tighten lobbyist reporting and disclosure requirements – and increase the penalties for breaking lobbying laws. The bills, S 2128 and H4575, mandate the reporting of campaign contributions, political action committees and party committees and the hosting or other sponsorship of fundraising efforts. The measures also require disclosure of “grassroots lobbying activities” including preparation, planning and research efforts undertaken to influence the public. McCain calls the bill “regrettably necessary.” (1/9/06)
