National Reconnaissance Office Told It Must Release Budget Request

The federal district court in Washington ordered the National Reconnaissance Office to release unclassified portions of its 2006 budget request to the Federation of American Scientists, which had filed a FOIA request for the document. Although the agency had released its budget requests in the past, it rejected the FAS request this year claiming the budget wed part of its “operational files.” Judge Reggie B. Walton ruled the operational files exemption did not apply because the information had been disseminated outside the agency. (7/25/06)
