New "Balancing Test" Proposed for Use in Classifying Information

The former director of the Information Security Oversight Office called for a new balancing test in classification of information to offset the excessive secrecy that been imposed since 9/11. J. William Leonard told the National FOI Day Conference that the test should be “national security vs national security …. classifiers would be explicitly required to assess the damage to national security that would arise as a consequence of withholding the information and compare it to the damage that could reasonably be expected if the information was disclosed.” (3/14/08)
