It appears the Transportation Security Administration’s rush to judgment on who should be put on the new ‘No Fly” list was just that. Internal documents that became public in a lawsuit brought by the ACLU reflect disagreement and confusion because there were “no hard and fast rules” as the list grew into the thousands. Sufficient confusion that even Sen. Ted Kennedy was blocked from boarding a plane.
