California’s Proposition 59, which puts the public right of access to governmental meetings in the state constitution, was adopted by voters with 83 percent of the vote Tuesday. The amendment calls for a broad construction of statutes providing public access and narrow construction of any limitations. The amendment excludes both records and meetings of the Legislature.
