A federal judge in Manhattan ruled that New York City records related to the 1,800 arrests in conjunction with the 2004 Republican National Convention are public. Magistrate Judge James C. Francis said the city’s “formulaic incantations of harm” in opposing release of the records were patently inadequate. “The mere fact that documents were not intended for public view when they were created does not justify a protective,” Judge Francis said.
