The Federal Emergency Management Administration was widely criticized for the slow response of its “Rapid Needs Assessment Teams” to Hurricanes Katrina and Rita, prompting New Orleans reporter Mark Schleifstein to ask for the agency’s records on the response teams. His request was granted expedited status Oct. 7, 2005. He’s still waiting for the first record. (11/16/06)
