California law protects the public from having to provide any personal information when they ask for records. But state and local officials don’t always follow that rule. When Eric Helfand asked clerk’s office for the San Diego County Board of Supervisors to see Supervisor Bill Horn’s disclosure forms, the office requested his name and address. He complied. The phone number turned out to be that of his employer, the Internal Revenue Service’s criminal investigation division. (4/3/07)
