State Counterterrorism Spending Largely Kept Secret

The Associated Press asked nine regional task forces set up in Pennsylvania how they were allocating $280 million in federal counterterrorism money but only one was willing to provide any detailed information on the purchasing involved. Some of the spending AP could trace went to protective gear and biohazard detection devices, but some went to items that might have been on general security shopping lists as well – such as a courthouse x-ray machine. Other purchases included 10 bomb-handling robots for one county and a $1.8 million boat for the Philadelphia Fire Department. (1/24/05)
