The Story Behind the Worst Kept Secret in Congress

The Congressional Research Service writes about 6,000 special reports each year on a variety of topics related to pending legislation. By Congressional edict, the reports are not released to the public. They are, however, Capitol Hill’s worst kept secret. Indeed, a small Texas publishing company is doing nicely obtaining copies and making them available to clients, mostly lobbyists and lawyers trying to get insights on what Congress may be thinking about.
