Gen. Michael V. Hayden, testifying at a Senate hearing on his nomination for director of the Central Intelligence agency, said that the National Security Agency he had headed stayed within the law in conducting warrantless electronic surveillance authorized by President Bush one month after 9/11. He cited legal and constitutional authority for the program and assured the senators there were safeguards against abuse. (9/19/06)
