Vermont: Agency Ignores the Law That It Inspired

Vermont Gov. James Douglas signed a new law that prevents both executive and legislative branches from using the so-called deliberative process privilege to withhold records. The law was prompted by the refusal of the Agency of Natural Resources to release records to an environmental group. But the Conservation Law Foundation says the agency still won’t give up the records. Secretary Thomas Torti says the agency is “reviewing our options.” (5/23/06)
