A watchdog group, the Citizens for Responsibility and Ethics, said the Education Department’s use of private e-mail accounts is making it difficult to obtain records it has requested using the Freedom of Information Act. The group asked the department’s inspector general to investigate whether employees are improperly using private accounts to conduct official business. A department official denied the group’s claim.
